[pca] New release: 20090723-01

A new release of PCA has just been published. Here's a list of
new features and changes:

  * Fix for wgetproxy option not being honored when HTTPS is used
  * New option to disable patch dependency resolution (--nodep)
  * Fix typo in error message
  * Documentation: Posting to the pca mailing list restricted to members
  * Apply check: remove obsolete patches
  * Update list of contributors

Update:
   pca --update now
