[pca] Patch 138866-02 fails to install

Is it only non-security patches which are failing to download? Without a 
support contract connected to your Sun Online Account, the subset of 
patches you are allowed to download is restricted.

Try to run "pca --debug --download <id>" with one of the failing patch 
ideas and look at the reply of sunsolve.sun.com to the download request. 
It should tell you when you're not authorized.
