[pca] Failing downloads

Hi Martin,

There was an unscheduled outage this morning between 08.05 and 10.45.

Apologies for the inconvenience.

I didn't have any fore-warning to provide a heads-up.

I'm really trying to get folks to communicate when we hit these issues 
by putting a notification on SunSolve, but it's not always easy with the 
unplanned outages.
