[pca] issue with sunsolve account and pca

Looks like a problem with authentication/entitlement via wget, then. 
Hopefully Don can say something about it.

Is the problem persistent, and is it always the same patch(es) which 
work or don't work consistently?

Did you change something with your SOA recently (contract number, etc.)?

I don't think that it's public - it's not a security patch, and I can 
only download with a SOA which has a contract attached.
