Yes, using --safe in such a situation is recommended. Actually, I'm 
using it whenever I'm installing patches. It does no harm (besides 
showing a false positive now and then), and while it has become rarer 
now that patches overwrite configuration files, it's still a threat.

Checking the patch READMEs before installation is still recommended, though.
