[pca] unable to download readme ..

Both don't work for me. Are you sure that it's not somewhere on a pca 
proxy or in the current directory already? Output from e.g. "pca 
--readme 119906-13 --debug" would be nice to see.

Personally, I've tried various READMEs (older and recent) with two SOAs 
(one with a contract, one without), and I always get 0-byte files. Maybe 
others can do some tests, too.
