[pca] unable to download readme ..

Same here. Although right now I see a different failure pattern (see 
below). A zero-byte text/html is returned by SunSolve whenever 
requesting a patch README (using "method=r" in the URL). The patch 
itself downloads fine.

Is it possible that downloads of README files has been broken with the 
new SunSolve release as well? Using the URL in a browser doesn't work 
either, so it's not a wget issue.

If you do your own tests, ensure that you don't already have the README 
or the patch zip file on a pca proxy or in the current directory, as pca 
will use that instead of trying to download the file.
