[pca] SunSolve updated -- improved patch downloading

I'm having issues as well.  My main pca box works just fine now once I disabled the ssprot=http in the pca.conf. However my problem is now with the proxy side of things from our other servers that connect through the box to sunsolve.

Here is our pca-proxy.config:
