[pca] PCA-Proxy Fails To Host Files

I moved the files to /var/apache2/cgi-bin and everything worked. So  
apache wasnt able to contact the /var/tmp/pca folder, even though it  
was owned by webservd.
I will work like this until I have time to debug the httpd.conf file.
