[pca] No patchdiag.xref?

One thing - in the most recent version of pca, it will use HTTPS instead 
of HTTP to download files from SunSolve if wget supports it. If you have 
a firewall which doesn't allow outgoing HTTPS connections, this would be 
a problem. You can force the old behaviour (using HTTP) by setting 
"ssprot" to "http".

Please try to run pca with "--debug", so we can see the output of wget 
when trying to access sunsolve.
