[pca] Checking for pca updates

Hi,

Recently I noticed that some host was daily downloading 100's of copies 
of pca from our server within a few minutes, causing quite some network 
traffic. I tried to contact root at thathost by e-mail, to no avail. I 
added the IP address to apache's .htaccess file, but it kept on trying. 
So I ended up denying access completely for that host through the 
firewall (it was mrepo.cs.umbc.edu, BTW - just if the admin should read 
this at some later time :).

So - if you setup some script to check for pca updates automatically, 
please test it before putting it into production use. Before coming up 
with something homegrown, take a look at pca's "update" option instead. 
Subscribing to the low-volume pca-news list is another method of staying 
informed.
