[pca] Patching Solaris 10

Yeah, this isn't a pca issue at all. You would get the same error if you
used patchadd directly.
I've been having a heck of a time myself getting *deferred
activation*patches to work in my current patch scheme. I'm not sure
about 118833, but
my deferred activation issues apply to the following:

120011-14 (sparc) and 120012-14 (x86)
127127-11 (sparc) and 127128-11 (x86)

Note that I have no issues with kernel patches 137111-06 (sparc) and
137112-06 (x86) because they are not tagged SUNW_SAFE_MODE.

I only mention all this because it's possible your issues are related.
