I found this BugID:

   6479605: pdo must behave like patchadd while patching multiple
            architecture packages

Fixed in 119255-43. The bug report on sunsolve is rather lengthy, but it 
describes a workaround:

   A simple work around to install the patch is to use patchadd -t.
   patchadd -t simply execs the /usr/lib/patch/patchadd script, as was
   used previous Solaris releases, and applies the patches to the correct
   package instance. The difference is behavior is not really documented
   in the patchadd(1M) man page.

If you can't install 119255-43 or newer, you could try that workaround 
instead.
