[pca] pca can not get basic plan updates

You'll have to associate your service plan with your account.
Go here:
http://scm-sunsolve.sun.com/sunsolve/EditAccount
and add the contract ID.

Also, do yourself a favour and change the password for your SunSolve 
account, since you've just posted it on a publicly viewable mailing 
list. Hope you don't use the same password for everything...
