[pca] Proxy server doesn't get missing patches

Martin,

With your help, I was able to get it to work. Thank you very much. Now I 
have to convince the boss that the old way sucks (he knows that) and the 
new way works like a charm. We are very paranoid here. I have taken the 
liberty of attaching the details of my installation. The key was putting 
pca-proxy.cgi in the right place and having a pca-proxy.conf in the 
right place. Feel free to use the attachment in any way.
