[pca] Creating a <no reboot> patch list

It's not the first time I've thought about augmenting the xref file with 
extra information, but I don't think it's worth the hassle. Having the 
patch properties in the xref+ file only makes sense if all of them are 
included, otherwise a "pca --noreboot --list missing" might trigger a 
big number of downloads and stall.

Combined with the fact that noreboot isn't set correctly for all patches 
anyway, it's just not worth the work for me.
