[pca] Question about /usr/sbin/svccfg patches

I got an explanation for the issue from somebody at Sun now. It goes 
into much detail, and I don't know if I'm allowed to copy it here. The 
summary is that due to internal patch development procedures the older 
svccfg binary in 138217 only has a newer timestamp because the patch was 
packaged after 138241.

As 138241 requires 138217, the newer binary will always be installed 
last, and future fixes to svccfg will go into 138241. I assume that both 
patches might be combined into one patch one day, thus obsoleting 138217 
completely.
