No. With a service plan you should be able to download and install *all*
missing patches. Looking at the log you provided, some patches failed to
download. This is not normal - please re-try the above command with
"dltries=5" added. If any patch still fails to download, please run e.g.
pca --debug --dltries=5 --user=xxx --passwd=yyy --download 137089-01
Use any of the failing patch IDs instead of 137089-01, and let me see
the output.

A common misconeption with Solaris patches is that e.g.
10U3+patches=10U6. This is *not* true. While many of the changes are
delivered by patches, some come in new packages, which do not get added
by patches. The only supported way to go from U3 to U6 is by installing
U6, either via an (live) upgrade or a fresh install.
