[pca] jar files

Hi,

The current development release features some support for jar files. pca 
will use patches in jar format which it finds locally or on a local 
patch server. While it won't download jar files from SunSolve, this is 
still useful if you have collected a large number of patches in jar 
format, or if you use pca in parallel with SUC, which uses jar files in 
its patch repository.

Thanks to Kevin L. Bliss who provided a patch, which only needed some 
refinement and extensions plus testing on my side.
