[pca] new --threads config

I dont think this config option works when pca is configured as a cgi
proxy. Perhaps the docs could be updated to reflect this?
I get the following error if the proxy config contains a threads directive:
# ~/perl/pca -d 128331

On removing the threads directive, the proxy works again. the proxy
config file /does/ contain appropriate authentication info.
