[pca] Broken Java patches

Exactly. Of my 3 attemps within 5 minutes to download 118666-16, I had 2 
successes and 1 failure. Go figure.

I think it's the same with the problem of outdated patchdiag.xref file - 
there must be different versions on the various machines in the SunSolve 
  pool. If you (randomly) hit a/the bad one, you get an old file.
