[pca] Patch keeps re-downloading and appending to existing file

It's because 120011-14 has changed in size somewhen around Friday.

Sometimes a patch README is modified to add new notes etc. after a patch 
has been published. The patch zip file has to be re-packaged by Sun, and 
will most likely change in size (as it did in this case). Look at the 
timestamp of README.120011-14 in your zip file (Jul 22 21:55). I  have 
an even older version of 120011-14 here, which has 68181163 bytes.

But then there's some lag on Sun's web server - it already knows about 
the new size (68182353), but delivers the old file (68182347), until one 
or two days later when everything is in sync again. No idea how and why 
this happens, but it's the only possible explanation. And it's a 
sunsolve bug, of course.
