[pca] Wrong patches downloaded

Thank you Mike. I'll use your reply as the root cause. Yes, it has to be
perfect. My company is in the nuclear industry for the Department of
Energy. Nuclear culture does not allow mistakes as they can cause things
to "glow in the dark". Thus, the culture covers everything, including
patching.
