[pca] Download explicitly needed patches and their dependencies.

In it simplest form, sounds like you just want to do this:
pca -a -I 137137-09
This will simulate the installation of the latest kernel patch which
includes downloading all the deps.
Switch to 'pca -a -i 137137-09' when you're staisfied.
