I'm adding to Don's answer.
It has some relation, but Martin Paul really was talking about using
PCA's own proxying feature, not a third-party proxy like Squid.
That way is much easier and more adapted to patch caching (keeping old
versions, old for a long time, etc...).
And, most important: il will serve files even if SunSolve is unreachable
for some reason.
