[pca] specifying a specific date instead of minage

I think providing archived patchdiag.xref versions from your site would
be a valuable service for the PCA users (you have them anyway, right?)
With these versions accessible online you could add a feature to PCA
that fetches the correct patchdiag.xref and compare against that one
without the burden that every admin has to do that himself.
What do you think?
